The members of Optivus are the people of society who do not wish to be controlled, they do not believe that Council has the right to track, regulate, and take from them. Each member of Optivus, has had their implants (voice automated tech, and biometric identification) removed. This advantage makes them more difficult to locate, and identify, but it also make leaves them vulnerable when injured. Without easy data recognition concerning their specific requirements, the smallest cut, and even the common cold could lead to death with out proper treatment immediately.
The founding members of Optivus choice in HQ locations was not limited to one single choice, considering the desires of each member they were able to satisfy themselves one way or another. Of the necessities required, the desolateness of the location was paramount among them. Antarctica, a number of deserts, and a select few underwater locations were chosen. Small sleeper cells are established within 'Neutral' neighborhoods and expand greatly with every generation of new members.
Optivus members differ from the people who consider themselves "Neutral" because they do not affiliate on regular terms with Council what-so ever, they are often wanted and labeled 'criminals'. They usually cannot be witnessed in public, someone, somewhere is liable to spot them and report a sighting.
Each member regardless of age is given (age appropriate) archaic weaponry for self-defense, Optivus members have access to archaic (non-flight capable) vehicles, and semi-standard futuristic devices.
- A number of members are turned former Councilmembers family or foe, giving few access or previous ownership of (lower grade) advanced weaponry. The scientists within this diverse and widely spread band have been able to adapt to usage of these weapons in lieu of the more advanced tech upgrades.
Optivus members are Freedom Fighters, they will stand idly by while The Council 'pretends' to be the savior of the Earth while stealthy undermining the people's free will. Eponine Squires was a pivotal member of their society and he kept them in line. Without structure the organization is seen as a bevy of miscreants.
